Starting from June 10, Snabb is the new parking operator at Sikupilli Shopping Centre and a new parking system is in place. All visitors receive 3 hours of free parking. Parking begins automatically with license plate recognition, so there’s no need to use a parking disc or an app.

Previously, parking at Sikupilli Shopping Centre was managed with a parking disc, but the centre lacked accurate visitor statistics. To gain better insight into parking occupancy, visit durations, and issued penalty fees, Snabb developed a new parking concept where vehicles are tracked on entry and exit using license plate recognition cameras.
Snabb installed cameras at both the outdoor parking area and the entrance to the underground garage. The parking time starts automatically upon entry and ends automatically upon exit. The first 3 hours are free for all visitors.
If you wish to park for longer than 3 hours, you can conveniently extend your parking time via the Snabb app, the Pargi.ee app, or by SMS. 10 Times Less Parking Fines
The most common reason for getting a penalty claim in shopping centre parking lots is forgetting to set the parking disc. According to Snabb CEO Kustas Kõiv, the license plate recognition system can reduce the number of penalty claims by up to ten times. “We currently operate parking at five different shopping centres with this same camera-based system, and our data shows that only 0.2% of parkers receive a fine. In parking lots requiring a parking disc, this number is typically around 2%. The camera-based system is also far more convenient for customers. To receive free parking, you don’t need to do anything extra — just drive in and start shopping,” Kõiv explained.
In addition to the newly added Sikupilli Shopping Centre, Snabb also operates the parking lots of Ülemiste Shopping Centre, Järve Shopping Centre, Haapsalu Kaubamaja, and Pärnu Kaubamajakas. All five centres use license plate recognition cameras that automatically start the free parking period.
Real-Time Parking Statistics
Beyond customer convenience, the centre now has access to valuable parking data. The Snabb platform allows the property owner to monitor, in real time, how many vehicles have entered the lot, the average duration of visits, peak times, and more. Snabb also provides full visibility into the issued penalty claims.
